11 is Bolt, 29 spacer, and 13 is what appears to be a flange nut attached/built to frame.

So as the title indicates, I have a problem with my Toro. The Bolt and Spacer are falling out now this year as the drive belt is engaged. My guess is the belt is loosening the bolt/spacer when I am engaging the double idler pulleys. The Nut/Thread appear to be built into the frame, unless I...
