I figured it out. I had the valves mixed up and did the wrong valve lash. Thanks everyone.

Literally just tried it and no go.

Replaced: Starter Cam Tappet valves Set the valve lash too It's still acting like it's not decompressing. Could it be the Amazon starter being junk? I hooked the welder up to it and still didn't want to go. Bad ground?
