    Have you tried to suck the oil out of it with an vacuum oil pump? That's how I do most of my small engine oil changes now. They're not alot of money, think I paid about £15 for mine and it's saved alot of trouble with oil changes plus there is zero mess to deal with after.

    Sorry @StarTech , that should have read fuel shut off solenoid. If it has one, check it's working by removing it and applying power to it. You should see the little plunger retract if it is working correctly.

    If removing the fuel cap fixes the problem, I'd be guessing that it's the breather vent on the cap not working. Have you verified that the fuel cap vent is actually working on either cap?

    Is there definitely 12v going to the starter after you've started the engine? Only asking as if the mowers sat for a while, it could be the starter gear getting stuck in the up position and meshing with the flywheel, have you taken the starter off and had a look over it and cleaned it up?

    I think bert and slomo have it summed up rrally, check valves/pushrods and make sure it's actually getting fuel to the engine and not just to the carb. It certainly sounds like it need fuel in the engine if it runs on starting fluid, which would also point towards the valves working correctly...

    Yes, the engine spins multiple revolutions very freely using the starter with the spark plug out. It's when the spark plug is in that it seems to have too much compression and won't spin a full revolution. The PTO is not engaged and the belt is off.
