That last outside bolt was the one I needed. Thanks Is there somewhere I can go to see the whole IPL? Not sure what that stands for but if it shows me more of the layout of the mower it would be most helpful.

I was replacing my throttle cable and the bolts that hold the plate where the throttle cable to the fender broke off. Now I need to remove the outer fender cover to be able to fix and weld new nuts on the backside. I've taken as many bolts off as I can find and the panel pivots to the front...
