Sorry not the PTO but the Clutch Brake Pedal is fully engaged and the mower won't start.

Hi All, I caught the edge of a tarp and stopped the mower cold but didn't bind on the blade or shaft, just bunched up at the edge of the deck. Noticed the PTO is fully engaged and I can't reset it. Can't find any information in the manual. Any suggestions?
