Thanks for your help again. Looked in the engine manual for surging and it said adjust the governor setting. I switched a spring with the throttle control and it seems to have to stopped.

thanks so much. the carb is brand new! really think it would be that dirty? it looks clean. air could be leaking in to the engine?

The mower runs but makes this sound.. any ideas?
