By turn over I mean I pull the cord and nothing happens. After researching it a bit more and talking with a buddy who has small engine knowledge I think we determined it is an autochoke issue. After watching this video he described exactly the issue I was having:

The problem I am having is I can get the mower started and as long as I don't let go of the blade control it will continue to run. but when I stop the engine and then try to restart, the mower won't turn over unless I wait 20+ minutes. Is this a spark plug issue, a carburetor issue, or something...
