So, I need to replace the mower belt. The belt is smooth on 1 side and curved on the other. Should the belt fit into the pulleys with the smooth side to the pulley and the rounded side facing outward? Thank you.

My Cub Cadet xt1 is missing the part which attaches front of the mower deck to the mower itself. It is a rod with a cotter pin at each end. The rod itself is seen in a Youtube video I did a screenshot of. I circled it in blue. Can someone name this for me so that I may order a replacement...
