    Locked up

    Hello, I have a 17 hp OHV briggs * strat engine. The model is 313777 type 0135-e1, it was given to me. When I try to crack the it the engine will not turn over. I have taken out the spark plug and nothing. Any ideas on what to do before I tear it down. I need help!! Thanks,
