Does the compression release ever break or malfunction where it is always engaged so as to affect the low speed and need full choke to run at full speed?

I bought this thing full of gas in the crankcase. Pulled the tank cleaned and replaced all hoses, filter with a shut off valve. Would only run with choke on and best with full choke with an occasional fart and would hunt on slow and die. Put on a new aftermarket carb. Pulled the plug and cleaned...
