I recommend you replace the drive belt along with the stationary and idler pullies. The single speed F/R transmission in these old riders were bullet proof. They used a light grease and not a pour in fluid.

I would try 10W30 and see if the problem clears up. Why? because straight SAE30 has almost no additive or detergents to soften and remove built up carbon deposits from the rings. It may take a couple of oil changes, but I'm sure it will resolve some of your issues.

I suspect the rings are worn or the oil is too light. Most of these early engines uses straight SAE30 engine oil. Are you also trying to use the choke when starting hot. Some engines with a lot of wear need the choke even when hot.

A piece of painter's tape works fairly well. Put it on the tip while working the ring off with a pair of pocket screwdrivers. If anything, it slows it down from jumping off into never see that again land.

What does that 15A fuse power? If it for the crank circuit, the starter solenoid is likely breaking down the pull in windings.
