Is the battery good? Is the 15A fuse above the battery good? Is the PTO disengaged? Is the shifter in neutral? Is the mulching shield in place properly depressing the safety switch on the deck?

Does it have spark? Have you removed the muffler and checked the piston and cylinder for scoring?

Fan was so tight on the crankshaft that the piston stop put a hole in the top of the piston. Took a 2ft long breaker bar and a lot of a$$ to break it loose.

Anytime you have an issue with the starter (high current) circuit the first thing to do is clean and check both ends of the ground cable and both ends of the positive cable. Then start troubleshooting.

Run engine under a load for an hour or so and then pull the plugs and compare. Then Go from there.

Pull the plug wire off the cylinder that gets hot and start it and see if the other side heats up.

If the mower was boosted to start it because of low battery then run with the PTO engaged (high current draw) it probably fried the stator.

From the pic I would guess it needs the valves adjusted and new gasket and it needs crank seals and the pan resealed which is very common on high hour 4 mix engines. That is the rustiest valve cover I have seen on a 4 mix
