PLEASE post your engine info, (usually found right on the engine) see EXAMPLE .... sounds like you may have a carburetor issue, as far as the linkage, please try to post some close-up pics, there are HUNDREDS of linkage set-ups on these engines.

This is right out of the STIHL Parts Manual , you may want to verify with a STIHL dealer about the IGN. lead, as I'm not sure it comes with it or not ( it appears too ) see attachments. .... It appears this coil is also used on other machines as well (see top of Manual attach.)

Jim, you need to give a little more detail, I take it your Troy-Bilt has a recoil starter, AND it has an electric starter option also..?? you say it starts, with using the recoil, BUT NOT with the electric..?? is your battery spinning it fast enough..?? we need the info from your machine, see...

MODEL number of mower should be located under the seat, MODEL number of engine should be located on the engine itself ( should be stamped in .... see EXAMPLES .......

NO research needed except how to remove blades, WEAR GLOVES !!! ya go in through the BIG hole AFTER you remove the smaller chute assy, BE SURE SPARK PLUG WIRE IS REMOVED !!!! you will have to use a small block to hold the disc from rotating as you loosen the 2 screws from the blades, just grind...

Whining sound is USUALLY from the starter, did you install the CORRECT starter on your engine..?? does it even start at all, was it running BEFORE you changed parts, we need your ENGINE info. to help us try to solve your issues, see (EXAMPLE) info SHOULD be located on your engine itself ...

YTH1542 is your series number.... please re-read the example, the engine info is most important, there should be a sticker or plate on your ENGINE somewhere ...... MORE EXAMPLES ..

aj, I'm not 100% sure but it might hook up to an "air-vane by the flywheel, I was searching for pics of the linkages on these model engines ( 44R, 44N, 44S, and a few others when I got my 44R awhile back, here's a few more pics but I'm not sure if they will help, I will go through all my stuff...

WELL the FIRST thing I would do is check the oil, be sure it's at LEAST to the ADD mark, next I would remove the engine shroud, (check for "mouse-nests) ..and the spark-plug(s), then try turning the flywheel, IF you CAN'T turn it, the engine may be "SEIZED" get a flash-light and look into the...

I just happened to run across this info in a Cub Cadet Manual, .. If you are have a fuel system issue, THIS may be the problem, I'm sure I'm NOT the only one in the dark about this brand of fuel line. .. READ THE FIRST NOTE !!

Something good to know...... I saw in your pic you have this brand of fuel line.. ... I sure as hell WON'T use it, how would you know if the inner liner collapsed ?? NO, NO, NO .....

Surging is usually a carburetor issue, and usually by dirt in the fuel system, ( fuel-tank ,filter, fuel lines, could need a carburetor cleaning, or even an overhaul, but it would be helpful if you would post your machines info. so we know what we are dealing with ...see example .... click...

I have this same exact series engine, I can't figure out your issue, the only thing I would do at this point is disconnect the engine harness from the mower harness, use jumper cables... positive right on to the STARTER terminal, negative cable to engine body or CLEAN spot of mower frame and Neg...
