Engines need spark, fuel, and air to run.
Check your spark plugs. Are they wet with gas? Do they spark?
Is it getting fuel to the carburetor?
Is the air filter clean and dry?
Is the choke linkage hooked to the throttle cable?
If it were my mower, I would run it level all around.
If you are going to do it by the book, match your height selection to the actual cutting height in the front and raise the rear 1/8" to 1/4".
Normally, it's best to buy in pairs.
You will get it close to the correct size by inflating to maximum pressure printed on the sidewall, and setting it out in the sun for a few hours. After mounting it on the mower, lower the pressure to the recommended psi.
That unit should take about 73 ounces of 20W50 per side. So, a 5 quart jug will be plenty. There is no need to prefill the filters. DO NOT use standard automotive filters for the transaxles.

I'm not a big fan of the Toro Personal Pace mowers. Sure, they cut okay. However, their cheesy drive system is their weakness. A Snapper Ninja Commercial will run rings around them.
They do a FAIR job on dry grass and leaves. However, high lift or OEM blades do a much better job. Remember, mower companies designed their blades to work best with their decks.
I had a set of G6 on my Gravely Pro Turn 260 this morning. I took them off shortly after I started mowing. Grass soup was falling out all over the place. The entire deck was packed. I cleaned the deck out good and put on OEM Gravely blades to finish my 3 acres. I should have known better.

Rotary lists the #6026 as a fit. Maybe a local dealer would let @BigBlueEdge try a set for fit. If they fit without striking the deck or other blade tips, they would be a good performer.

One more thing, Gator blades make for a horrible cut. If your grass is just a little damp, they will pack the deck with clippings. This reduces the vacuum needed for a quality cut.
Each tank has an individual gauge. I often mow till one tank is out of fuel. It doesn't hurt anything. Besides, most of those fuel gauges don't last very long.

After doing some more digging, drawing fuel from the right tank only is a common problem. Change out the fuel cutoff valve with a 3 way. The fuel lines will attach to the 3 way and allow you to draw from either tank and shut off fuel at the valve...
I agree. However, I believe that Bad Boy installed the wrong valve at the factory. The OP has a Maverick HD. It has two tanks. The standard Maverick only has one tank. A mistake could have been made on the assembly line.
The hose you highlighted in blue is a vacuum or vapor hose. It appears to be one fuel line in and one fuel line out. The one on the outlet side probably goes to the fuel filter.
How can the valve be correct? It's obviously just a shut off valve. The valve should have a left, right, and off setting.

You would be surprised. There is no one deck setting to fit all. I have a Gravely Pro Turn 260. Gravely says to set the rear 1/4" to 1/2" higher in the rear. It doesn't do well anywhere between those heights. I wound up with the rear 1/8" higher than the front and it cuts beautifully.

You need to get the deck out from under the tractor and evaluate the problem. There may be a problem with the deck. Are any of the pulley, bracket mounting hole wallowed out? If those things check out, the part numbers need to be verified as correct to that mower. Those parts must...

That's a typical shut off valve. Take pictures of your mower, the valve picture, model number and serial number to your dealer and have him exchange it for the correct 3 way valve. With that valve, you will never get any gas from the other tank. Your dealer may be able to receive text messages...
