Could be too long if it's not the correct belt. You didn't say where you are getting your belts from but a trip to a Honda Power Equipment dealership with model and serial number in hand should be able to get you the correct belt.

The owner's manual has a printed date of 1990 so it should be in the ball park. More info here. Can't tell you about parts availability but you could make a list of parts needed then take a visit to a Toro dealer or look online. Is it your mower or one found for sale?

From your description it appears the engine is not getting enough fuel (surging) due to a plugged jet and/or dirt and gunk in the fuel bowl. There are lots of videos available on YT on how to repair the problem and how to do tune-ups. Key search words would be Honda, surging, tune-ups. No harm...

Have you tried lubing the cable? Any kinks in the cable that might cause it to bind?

It's called blow-by caused by worn piston rings. The oil on the filter might be caused from the blow-by gases exiting the breather hose behind the filter. By the sounds of it I wouldn't spend too much time and money on it.

I'm not familiar with Honda's setup but generally speaking they are there to control axial or end-to-end play. Having one on each end would counter act one another.

I don't if this will help or not but after looking at your owners manual it appears there was a mulching kit available. This PDF shows some information for part numbers.

Yours appears to have the plastic deck (now called Nexite) whereas the others are steel or aluminum so unlikely exactly the same. Before giving up on it I'd contact a Honda dealer and ask them what if any might fit your model.
