The section I have circled in red is what you need to check and make sure the belt is routed correctly. I circled in green the spring that may not be connected or broken. Check both things and let us know what you find.

Set choke/throttle to choke. Loosen screw that holds throttle cable and move it till choke fully closed. Tighten screw. The place for adjustment circled in red.

Spring circled in red is either the wrong spring or connected in the wrong spot. Cable circled in blue looks like it used to connect further back.

I guess I should have said with the tools that I have I would have done it this way. All I would need is a plate of appropriate thickness and size to raise the platform to the correct height and attach the pillow bearings. You can also place the pillow bearings as far apart as you want so less...

I would have purchased 2 of these and reworked the mounting bracket.
