This is almost impossible to answer, it could be a .50 cent nut to $1000 haydrostatic transmission, if it runs but will not move pay very little for it, and since you will take it to shop to be fixed you might not want to buy it.

Check the top left blue wire nut, I can't tell if that's writing or wire sticking out of the bottom of it, if wire that's most likely where it's shorting.

Other than dealer Tractor Supply sells rims and tires, I have no idea if they have one that fits but I'm thinking this would be a good place to look.

Check that belt is routed right and all the pulleys are at same height, I have one and it's bad about bending the arm that the pulley is attached that tightens belt when you engage blades, if it's bent up find something to pry it back down in line with other pulleys.

You will need to measure from bottom of engine block to end of shaft, and measure the width of shaft.

You say killing out, is engine stopping like you turned off ignition or is engine bogging down ?

I wouldn't buy a second hand hydrostatic drive on eBay unless a guarantee it can be returned for full refund, you have no idea how it's been treated or how many hours on it. As stated above an oil change might be worth your while.
