I think that may be it. So the carb is wide open with the engine off. I shouldnt be able to open and close the carb with the engine off, correct? In other words the govenor arm will not move with engine off.

thanks Just to add... following back from the carb. The spring and zhook are connected at carb. That is connected to the govenor arm next. However, the gonvenor arm does not move when I activate the cable. The control on the other side with the large spring does moves when I activate the cable.

I removed the carb for cleaning on a 6.0 HP Briggs and Stratton 12H800. I noted where the linkage hooks up and reinstalled onto the carb. The throttle cable is working because activating the control with the handles moves the mechanism on the other side of the engine but the carb on the other...
