Yes , he may have low voltage , and not enough amps to crank over well . Could just put jumper cables on battery , while trying to start it . If low voltage , most times will soon after cranking over , drag the starter . Could have possibly a damaged cell , but again that may be apparent...

Try and do this , with a maybe long time setting mower , or powered/transmission equipment . Put it in gear , while not running ......try and bump it or tug it forward / backward .....to release a Stuck valve/gear . Many times the simple movements will break it free .....just a suggestion ...
