First, HM 80-100 is an engine range, not model number. If it is a 10 hp engine I’m assuming you may have a HM100, unless it is an overhead valve engine. Engine numbers will be stamped on the shroud, please take another look for them.

I would pull the flywheel and check the points and condenser. Set the points at .018” and try again with a new spark plug. If still no spark, I would be leaning towards replacing both points and condenser. Service manual is available online. Look for either WI-185 or EY20, same unit.

He doesn’t have to open the starter motor, as he says it spins. Just needs to remove the top case to inspect the clutch.

Before purchasing a new starter I would remove the starter and do a little troubleshooting. I suspect the clutch is just stuck on the shaft and needs a little cleaning and light coat of lube. You have to remove the starter either way so troubleshooting before purchasing may save you $$$$.

Would you provide us with the engine model, type and code numbers so we can identify what engine you have. That way we don’t have to guess what carb you are dealing with. We hate making assumptions. They will be stamped on the engine shroud or block.
