I AM FINISHED WITH THIS INQUIRY. THANK YOU ALL FOR HELPING.

In re. Echo Bear-Cat Trimmer with a Briggs & Stratton 675E engine.

Some details: The machine had been running.
The machine fell from a ramp while unloading. Wheel cracked but no visible dents in mechanism or engine.
My task was to replace red rubber primer bulb.
That failed to remedy the starting problem.
Upon further investigation I found indications of corrosion problems and ended up cleaning fuel tank, replacing carburetor.
Still no start. Compression is 30 PSI + Cylinder walls only slightly worn, no "play" at piston. Valves look in order and operate properly.
While spinning engine with drill, the coil is firing, the spark plug gives nice blue spark.
I use 91 octane, no corn gas. The engine will not "fire", even with ether applications.
The engine has a built-in compression release system, but I know nothing about it. Could the fall have caused it to leave a valve situation that prevents good compression?
The requested job is done, and the spark plug "fires", but the engine will not Start.
I have tried putting gasoline into the cylinder, and also ether. I spin the engine with a
drill, and there is no indication of ignition, even with the excellent spark.

What else should I try?

spray some Berryman's B12 into the air cleaner and see if it runs for a second or two. If yes you have a carb problem. Or you can pull the spark plug and put in a 1/8 teaspoon of gasoline and try it.

Thank you. I failed to mention that I had tried such in my first explanation.

Compression at 30 PSI is way too low to support combustion. These have a compression release and usually show around 60 PSI for a compression test when pulling the rope about 4 times.

I suggest you check the valve adjustment.

Next, remove the air cleaner and backing plate to make sure the choke lever has free movement. These engines are common to hang the choke lever plastic on the metal bracket beside the carburetor. The bracket may have gotten disturbed in the fall it suffered.

These have a thermal choke that functions off of the muffler heat. The upper cover may need to be removed for further inspection.

Lots of videos for this engine design on You Tube. Echo only made the trimmer chassis and not the engine.

Thank you. Yes, I fear that we are at the point where the internals of the engine require inspection. I appreciate your comments regarding the compression reading.
