The governor doesn't really move much to adjust it, (like what you see it does in the youtube videos I've watch online) we put a spring on it and it will slow down at the beginning but when you go to move the speed throttle it goes back to full speed.

I have a riding lawn mower with a Briggs and Stratton engine. Engine number 407777-0121-E4. When I start the mower it goes to full speed. Changed the carb on it cause it had a hole in the bowl, still doing the same thing. From what I've read online it could be the governor. Did try to...
