It has new gas and it is getting fuel to the carb and I'm 13 im not a mechanic by no means but my dad helped me

I have a 1998 murray with a 12hp Briggs it was runing and driving when I parked it It's been sitting a year and it want start it has gas and good spark but will no crank up It will spin pretty free it just will not start We tried starter fluid but still did not start Any ideas what is wrong??
