Is it safe to remove the rectangular plate under riding mower (Craftsman T2400) to view the pulley layout, without inadvertently disrupting anything else?

I do not see any linkage moving on the front of the engine when I press the gas pedal?

The last time I attempted to use the mower, it worked the way it should. This last time, it started fine, but just wouldn't move forward. The belts were on the pullies. I will check this with he mower running. Thanks
