Are cylinder head bolts threaded on both ends?

Wondering what I should be checking on this. It's fairly new. No spark from the plug, but when I remove the ground wire from the ignition coil there is good spark. The wiring looks to be in good condition. Other than what is in the photo, are there hidden wires I should be checking?

Not sure what the actual term is but the engine surges at lower rpms. It starts great every time and runs well at high throttle but not at lower speeds. Also the throttle slides down on it's own. (see video in link) Any diagnoses based on the video? Air filter is clean. Spark plugs are good. New...
