It appears it may be part of the electric clutch assembly on the engine shaft. Does the clutch engage that you can tell?

Most likely that's high enough. Pull the plug slowly and be ready to put it back in if it does run out. Or just do a fresh oil change while your at it!

I'm looking for the blade engage clutch and bearing assembly for my 1920's Ideal reel mower. Picture attached show missing part and a picture of one I found online.
