A recently acquired lawn mower has been sitting and won't start - new gas, new plug, new carb. Spins but won't start - occasional loud bang through the muffler after cranking it a lot. Any ideas?

Freshly acquired Craftsman with non-running Kohler engine. New carb. Has spark. Cranks but doesn't start. Any ideas?
