11060-7008 is supposed to be the engine sump gasket. No hint of sump O rings. And the 11061-1497 is coming back to a 2017 Kawasaki motorcycle.

Is that hole in the muffler larger than the pipe diameter. There is no gasket between the pipe and the muffler but the pipe OD should be the same size as the muffler inlet ID with a loose slip fit.

I don't know about the stalk part of the pulley mount but that part just above the bolt head with the U shaped groove is the inner race for the destroyed bearing. That part has to come off to replace the pulley.

Your symptom is due to the combination of the axle pivoting in the mount, the wheel spindle bushing worn, the slack in the sector gear, and the drag links/tie rods are bent. And in some cases you can throw in a bent frame.

Oiling the pre-cleaner is fine if done properly. The problem is the instructions basically set up a situation that leaves way too much oil in the filter. The entire filter shouldn't take more than a Tablespoon of oil. So if the precleaner is saturated would need to basically squeeze it out...

It would help if you would of given us the engine information. Is this a Briggs, Kohler, Kawasaki, Honda or a 4 cylinder ford. Could also be an issue with the electric pto clattering on shutdown.

Will need the model-type-code from the OHV cover to confirm. Most take the 84001507 but there are a few variable part numbers mixed in.

Also I would pull the dipstick and smell the oil. Gas in the oil will cause the exact symptoms since with the air cleaner removed it is pulling in fresh air but when the air filter is installed it will get the fumes of fuel from the oil breather.

First lets start with the actual model and spec number of the engine so we can research what is there and what is avaiable. Would hate for you to remove the plugs and then not have a screw since most of the new carbs are just a fixed jet, and replacement welch plugs may not be readily available...

Normally they will bleed down, but on occasion they will fail and overpump causing it to hang the valve open. Issue can also happen with using too high a viscosity oil during cold weather. Have come across issues with people using 30w below 50F causing over pump

The venting issue is due to the change of the carb which has a different location for the bowl vent which required the replacement of the air filter backing plate that corresponded with the new carb vent location.

If you start applying the choke does it start to smooth out prior to going rich from too much choke, Or does the surging stop when the deck is engaged. If the answer is yes you don't have a governor problem you have a dirt in the carb problem

Sounds like the key switch is grounding the modules in the start position but not the run position. So no spark during crank but spark in run. Usually indicates faulty keyswitch.

3-4 hours would be in the ballpark depending if things go as planned.

The backfiring and lack of power could also be caused by a faulty hydraulic lifter. Lifter over pumped preventing valves from properly closing.

You may be able to take a small punch and catch the edge of the broken bolt and with small taps spin the broken bolt out. Most of the time when a bolt breaks off pending corrosion or other factors you can about spin it out with your fingers.

Pictures of that cam do show an ACR. Don't see many failures with the twin cams but could be possible. So if the bump isn't happening on the valves then there is a good chance that the ACR is broken. So the only option would be to replace the camshaft.

When the engine is cranked how much fuel are you getting out of the line that goes from the fuel pump to the carb. Should be a full diameter fuel stream that somewhat pulses with engine cranks. Also wouldn't hurt to check the pulse line that supplies engine vacuum pulses to actuate the pump...

The steering wheel turns the front wheels but also controls modified input for direction both forward and backwards for the 2 Z turn style hydrostats. So basically turning the wheel hard to the right or left will put one of the hydro's in reverse for that Z turn pivot.
