Old fuel, trash, crud from the ethanol could still be lingering in the tank & carb. Just adding fresh gas & a new fuel filter may not fix this.

Darn ! These mowers ride rough & as small as you are, I can see that you would have a hard time keeping enough pressure on the switch bouncing around when cutting grass. The seat switch could be bad [ too sensitive ], & a new one may help, but I am unsure. Please do not start eating a lot of...

What years had a hydro drive transmission ? Maybe the shop was talking about a hydro-drive. I did not know that they ever used a hydro tranny on the rear engine Snapper. I know that B & S Intek design has had problems. My old Ariens rear engine had a Tecumseh, & it was a great engine.

YIPES ! That is a LOT of oil. I bought a Chevy pickup with a 350, 4 bolt main V-8 engine, one time that was really smoking . I saw that the dipstick was showing oil to the top ! . Towed it home & drained about 8-9 qts. out of it. Old type cannister filter housing had 2" of dirt in the bottom...

I have a few in my yard, too. I fill in the areas with dirt & pack it down. I skip the area with a mower til it is solid. I raise the deck when around those.
