As a shade tree mechanic, I have came across this problem a lot. I have found a more permanent fix. I Take the ball joint out, Drill hole through arm, and use grade 8 bolt, spacer washer and locking nut.
The recoil has bearings on the flywheel pull start assembly. they are probably rusted or just need some oil. when you pull start it you should be able to hold the pull cord as long as you want. and slowly let it back in. if it snaps back in then there is something grabbing with the 6 ball bearings
Put New Plug in it, Second you want the water on because you can burn the pump up. What you have to do is pull the trigger on the wand to release the pressure when cranking. hope that helps
