Briggs 100602-121-B1 engine with 4800 rpms. How to adjust the rpms down to 3100 range. All the carb linkages move smoothly. Thank you in advance oh wise ones.

I need to get a discharge chute for a Troy-bilt that the model ident tag sticker is missing. The sticker on top of plastic cover gives no info that is usable. Any ideas oh wisemen?
