i have a honda gc190 la on a cub cadet tiller rt65, have cleaned carburetor when starting the engine runs at full speed, this engine was worked on by someone self not sure what they did , so could i have a governor have been set wrong by the last person that worked on it and if so how do i fix...

was missing small governor spring just got in , now which hole does it go into on governor lever no signs as to which was the correct one drawing is so bad can not tell from it my gut says the hole closest to the carb thanks
