Won't Start

I have a TB 21" (12AV 5560711 183621 (6.75HP)) push mower.

Have had starting problems all it's life. It has sat for last 4 years while I was out of the country. It has been running but just stopped. I have had the carburetor off twice. Carb cleaner the bowl nut, all jets seem open. This has always lost fuel when sitting. In trying to start it today, the tank is down by half but it has not run. I put in a new plug. No go. The carburetor seems to have fuel and the fuel is going somewhere, just don't know where. Previous plug was wet. New plug stays dry. I'm lost where to troubleshoot now.

Any ideas on what to try next?

Check your oil for gas contamination, the needle and seat may be leaking fuel into the combustion chamber and into the Oil sump.

Checked the gas using the stick and smells like oil and did not see any gas contamination. I checked the needle and seat and ordered a new set. I will try that but still don't think that is the cause but at about 20 years old and the original set, time to replace anyway. That my solve my fuel leak problem.
