I have a craftsman 3400 pressure washer w briggs an stratton motor an wanted to know about this white capped filler tube an what goes in.The top is odd.
There are already 2 yellow oil fill ports on it ,one on each side .
The top is wedged in a odd way that's different than the 2 yellow oil caps.Pic is being loaded.

What does the owner/operator's manual say they are ?

It is a plug for the optional oil fill/ dip stick tube. Only a few of these engine are used in a location that you don't have access to the regular fill ports so Briggs has this option for OEM that need it.

Ok .So I would need to fill it with the same oil as the 2 sides ?

Either side
The engine maker has no control about what it is fitted to so they make provisions to check the oil from both sides as Star just told you .
Even then you come across tools where you have to remove belts or guards to get to the oil plug .

You could fill it from either one, all ends up in the same spot.
