what is this part...how do I put it back?

Craftsmen Model No. 316.794990 backpack blower was running very poorly (died when I depressed throttle, hard starts, etc.). I bought a replacement carburetor and installed. I primed it and it seemed to run good for several throttle rev-ups. However, I noticed after the last throttle rev, the throttle would not return to idle position. I took off air cleaner and found a small black cylindrical piece wedged in the air intake venturi (see attached photo). Anyone know what it is, does it belong in the carburetor, and is it possible to put back where it belongs? Blower does not seem to run well now, again. Thanks for any suggestions.

Your illustrated parts breakdown says most parts discontinued, no longer available. Go to your nearest Home Depot & pick up an Echo backpack blower, will last years.
