I have a TORO Z253 commercial mower. It's a 2000 model year and 62" cut with a Kohler 23HP. I think the deck needs to be leveled and raised. When its all the way up the blades are 4" when I measure it from my paved driveway. How high should it go up I assumed around 5 to 6 inches. Do I need to adjust the chain or the adjustment arms? What is the best way to check if the deck is level?

What is the highest reading for height cut at the lift point ? That is how high it should be. With all tires aired up to specs first.

5.5" is supposed to be the highest. Do i measure from the pavement/falt surface to the bottom edge of the blade for the height measurement?

Yes, you do. You need to go to Toro site and download the manual. It is a complicated way of levering and adjusting the deck. You need their instructions. I thought I could level my Lazer Z's deck and tried 4 or 5 times. When I read how they tell you to I got it done the first time.
