I assumed this mower cut grass at height of 4.5" as it states on the deck. I cannot get the mower to cut any higher than 3.5". The deck is level, tire pressure is as stated in the owners manual. I contacted the dealership where I bought the mower. They explained a customer had just brought in a mower with the same problem, however, that mower did not have a foot assist to raise and lower the deck and my mower has a foot assist. I do not think the foot assist has anything to do with this problem. There is a plate that connects the hand lever that raises/lowers the deck to the carriage attached to the deck and another plate that connects the foot assist to the hand lever plate. My mower did not have the two bolts connecting the hand lever but had the two bolts that connected the foot assist which the end of the hand lever rested between those bolts. I bought the two bolts for the hand lever plate and assembled as described in the parts diagram but the mower will still not go higher than 3.5". Anyone with this problem?

Is the deck not raising to the maxium height position ?
or
Is the deck in the maxium height position and not cutting that height ?

Is the cutting height determined by deck height only or by deck height plus the blade recessed height distance inside the deck?

You measure from blade to ground. Deck has nothing to do with height.

The deck raises to 4.5" as indicated on the hand lever adjustment. However, the blade is only 3.5" from the ground which causes the grass to be 3.5" tall after cutting it.

Thats a good question. I just assumed the grass would be cut the same height that you set the deck?

I may have worded my post incorrectly. I did measure from blade to the ground and the measurement was 3.5" when the deck is set at 4.5" which is the highest position.

I would more than contact the dealer. I would return it for repair and let him know how unpleased you are that it was not checked by him before purchase. Now if you bought it from big box store good luck.

Have a close look at the deck mountings.
If some clot has lifted it with a crane by the deck it can pop out of the bushes.
We had an idiot courier out here that was slinging them by the rear and the deck .
He must have popped at least 6 of them.

Next measure the blade differential front to back.
the front can drop a lot wich will give a very low cut.

Go to the Toro web site and download the service manual.
The leveling instructions for all of the various deck configurations are in there.

One problem I do come across regularly is the deck tends to side too far alone cranked bar for the rear lift.
The causes one side to sit on the bend and it cuts very high on that side.
