Toro LX420 barely moves

I have a Toro LX420 that will barely move. Last season it got where it would not go up even a slight hill so I put all new belts on it. After that it was great for about 4 cuts, then it started getting worse again. Now I can barely get it to move a foot. The pedal goes all the way down and still nothing. Has anyone had this happen before? Is it the belt even though it is brand new? Or is this something more serious?

Need the model off the serial number tag but I think you got a CVT system and if so then the belts are most likely needing replacement.
