SX-135 rpm problem

I have an SX-135 trimmer that starts fine, Idles fine, but at high rpm's it won't maintain the speed. It idles down and then speeds up and keeps doing this. If I hold it sideways with the gas lines towards the bottom on gas tank it runs fine. It has new gas in it and I replaced the plug. Seems to be a fuel problem. Any ideas what to check next. I figured out the problem, filter in gas tank was plugging up. Don
