Stihl FS56RC Pull Cord Housing Reset but Cord won't pull?

Howdy all, I just tuned up my FS56RC. Had this baby for about 5 years and this is the second tune up. When I reset the orange pull cord housing with the 3 bolts on the rear of the engine, the cord will not pull. If I loosen the bolts the cord pulls but won't retract. Or sometimes it will partially retract. I cannot seem to find anyone reporting a similar issue. I'm not the handiest guy around but I figured I could remove and replace three bolts. Is there some alignment issue I'm missing or is there a process for removing and then resetting the pull cord housing that I'm not familiar with? Any assistance greatly appreciated. I really want to find out if this latest tune up helps.

Yes, that is exactly what it looks like when pulled apart. My problem is that when I reassemble the unit, the pull cord only comes out with difficulty and won't retract. If I loosen the bolts, then it will retract but won't turn over the engine on the pull. I'm just wondering if I don't have this unit correctly aligned or if there is some particular trick to how much to tighten the bolts. I wouldn't think that would be an issue but then that's why I'm here, hoping to learn.

You need to pull the rope back and forth while putting the starter back on, and make sure the starter cup meshes properly.

Thanks, I'll try that tomorrow. Is the starter cup the gray/black item on the right in your picture above? I appreciate all your replies and help!!

Yeah, not really a cup looking thing,
just all I could think of to call it.
