Ride on mower (CH1238B) won't start

(the battery was low at this point but the engine doesnt spin much faster than it does in the video with a fully charged battery, and have tried with multiple different batteries) - in the video we have the battery connected directly to the starter so theres nothing safety wise stopping it

Engine number - 283707

Engine seems to just not spin fast enough to start up

There is a spark, and the gap is within tolerance. The valve clearance is ok. The carb's set right, and theres fuel getting through. Oil level is good and have tried dipping the spark plug in petrol to try and help it start but no luck.

Any advice would be greatly appreciated

The decompression system on the cam has worn away
The brushes on the starter have worn down too short
Engine had siezed so the crankshaft journals have picked up some alloy .
Valve lash is way out .
Remove the spark plug
If the engine spins very fast then the cam or valves need attention .
If the engine still spins slow then the starter is toast or the crank is toast .

I've tried turning it over without the spark plug in and it does spin faster, my assumption was that the starter was buggered so i'll probably order a new one and see if that helps

bought new starter: starts and runs now :)
