It just seems that that our NYS governor has some weird ideas. Send a person to prison and give them a free collage bachelors degree. The newest idea, if you are stopped for a traffic violation and found guilty or NOT guilty it will be held against you for ten years.. He sure wouldn't be getting my vote.
