Need Help Adjusting Carbeurator Screws

Purchased brand new carb for my Murray 12.5 hp, Briggs and Stratton engine. It has a slight popping surge at the run setting on the throttle. Other than that, it runs fine. It doesn't do it at idle, or under load. Can someone please tell me how to adjust the two screws on the carbeurator?

Is there a needle set screw in the main jet, bottom of the float bowl, or is it just a bolt?

It is just a bolt and it is not adjustable.
