Typically either a fuel issue or an ignition issue, more commonly fuel. Pull your spark plug and see if you're getting fuel. How fresh is the fuel you're using?

has new fuel and oil. it is getting fuel and their is 12 amps when i try and start it

Check to see if the wire on fuel selinoid is making a good conection

Don't forget to double check your seat,blades,brake safety switch .
I went on a service call the other day for non start . The PTO was still engaged from the owners last use . Zero Turns tend to wear out the safety on each steering arm . Boss said collect $45.0 ...
Tape them down or put a tool there to close the push button/ try to start it .
