No
Take the PTO pulleys off & try again
Watch the shaft from underneath for signs of being bent

They have a counterweight inside to dampen out the vibrations held together with a long bolt that can come loose then exit via the crankcase
Didn't get the chance as hoped, will try again tomorrow and report. Did look at the PTO and felt it but it does not seem to have but a little vibration, very little actually which surprised me.

Forgot, no visable evidence of bent shaft.

Didn't make a difference, but on or off seems smoother at at the governed WOT.
Could be fine and me being used to a twin.

Do these models not have a park brake?
Thanks Ken

Found parking brake, also found the owners and service manuals on the Toro website, was surprised they were still available.

Excellent
Read the bit about excessive vibrations
If the Toro manual does not include a detailed engine manual then go to Kohler's web page & download it from there
Check the timing key as they can crank and that puts the timing out just a touch which will also cause excessive vibration
Then go JAcks . parts tree etc and look up your engine
Right click the images so they open in a window all by themselves and then print them out after saving

Not on CH15 they have a balance shaft that runs off the cam.
