It has spark, but is not moving fuel. fuel filter will not fill at all. Poured gas into carb but still would not start, or try to start.
new filter. fresh gas.
what is the difference in the fuel pump and fuel solenoid?

My 17.5 HP Kohler fuel pump is on the passenger side of the engine. You can pull the line going to the carb and crank engine and see if fuel is pumping out.

Fuel solenoid is on the bottom of carb with maybe a red wire attached to it.It shuts off fuel to the intake.

Fuel pump pumps fuel from fuel tank. Fuel solenoid(anti- afterfire) has a plunger that is energized when you turn ignition switch, causing plunger to pull away from main jet.
You can pull fuel pump hose going to carb and put hose in fuel tank or suitable container. Try to start fuel should come out of the hose.
The fuel solenoid can also be tested. Inspecting The Anti-After Fire Solenoid | Mower & Small Engine Repair | Briggs & Stratton FAQ

I tested the Solenoid with the 9 volt battery and can hear it click open. I guess that leaves the fuel pump. I have looked at all the engine breakdowns and cannot find the location of the fuel pump? Any idea where it is on a Kohler CV15S.

What is this engine on? Also model # off the mower would be helpful.

41567 does that answer your question? It is not called type on the tag.
And thanks for taking the time to help me with this problem.

Yes that's the number. Is this a gravity feed setup because I don't see a fuel pump?
