Kawasaki FS481V Surges

Hi Everyone,
I have a 2013 Kawasaki FS481V on a Bobcat classic 36 2nd time out this spring it stalled with a puff of smoke and i found gas sitting in the air intake. I guessed the float sticking from winter gas. I replaced the Carb , Fuel pump and gas filter and now in find that it runs at an idle but SURGES when i try to rev it up and when under load. If i hold the throttle still to over ride the governor it runs rough. I changed the oil after the flooding event and changed the Air filter and spark plugs. any thoughts? Thanks? Rob

Thanks i was wondering about the valves i had read that a stuff intake could be part of the story, I used all OEM Kawasaki parts I will check the actual fuel line and pop the valve covers
