I bought a brand new mower deck, which came with a new belt and now the blades won't fully disengage...especially when I raise the deck - the higher I raise it the faster the blades spin - like the tension is never completely off. Is this a blade brake problem or is there some kind of adjustment that can be made?

Do you still have the old deck ?
Why did you buy the new one .
The belt should be 103.74" which is basically 103 3/4 within the size limits of V belts
So the first thing to do is to check the belt length JD part No # GX20072
If the front drag link is too long that can make the deck sit further back so prevent the belt going loose .
You really can not make a mistake with the belt routing which is a T shape

I am just curious but how do you know the blades are spinning faster as you raise the deck? Is it that

1. the deck is low and mower engaged
2. you disengage the mower but the blades slow down but don't stop spinning
3. as you raise the deck the blades sound like they spin faster
