JD Z425 mower with 23hp briggs.. New carb. Choke doesn't work. Linkage doesn't appear to move when in choked position.

I installed a new carb on my mower and the choke doesn't work. Starts fine with starting fluid and runs fine. Starts fine when warm. Choke linkage doesn't appear to move when in choked position.

Well some thing is connected wrong
However we will never work it out wit words
We need to see what you have done so some photos pleae
Choke control fully on & choke control fully off
