I have owned this mower since new. Towards the end of the last year the engine started to hunt when it was idling, but would run O.K. under load. I tried adjusting the carb with little success. I removed the engine cover and noticed that the small spring on the rod from the governor to the carb had come off. This spring runs from the carb to the governor and is listed under parts as item #4 "spring throttle return" . Could this be my problem? I was expecting to do a carb overall and or replacement, but if this is my problem good enough. I have hauled the mower into my basement therefore it would be a problem to start and I am also doing other maintenance on the drive and rear wheels. Any thoughts?

That is a dampening spring.
IT is there to kill the hysteresis of the throttle over running then over compensating in ever decreasing amounts
